country. He said that instead of placing too much confidence in the agreement<br />

reached with the ULFA to resolve the problem peacefully, preparations for<br />

taking military action to deal with problem should be made without losing time.<br />

The Samdrup Jongkhar Dzongda said that because the ULFA and Bodo<br />

militants, who were fighting against the Indian government, had entered the<br />

forests in Bhutan, extending from Daifam to Norbugang, and established camps,<br />

a very serious security situation had been created in Samdrup Jongkhar. The<br />

were also exempted from rural tax as Kidu.<br />

In order to help in the implementation of the National Assembly resolution to<br />

stop ration supplies to the militants, the 82 shopkeepers of Nganglam town and<br />

30 shopkeepers of Bhangtar had closed their shops. However, Indian nationals<br />

continue to transport rations from across the border to the militants by using<br />

horses, vehicles, bicycles, bullock carts and also carrying them physically. The<br />
