untrue. The NDFB, a Bodo group present inside the Bhutanese territory,<br />

and the BLT which is responsible for the recent killings are two different<br />

bodies. The fact that the recent killings were committed by the BLT<br />

residing in India had been published in the Kuensel and Assam<br />

newspapers.<br />

3. On the question of stopping the supply of rations to the militants camped<br />

in Bhutan, the Foreign Minister explained the different modes of<br />

punishment to be imposed on any Bhutanese found helping them.<br />

Besides, the Government of India had been requested to provide all<br />

possible help to stop the supply of rations to the militants.<br />

4. The perpetrators of the heinous crimes against Bhutanese nationals<br />

should be identified and brought to justice in accordance with the laws<br />

of their country. If the Government of India does not make any effort<br />

and let the perpetrators go unpunished, this could undermine Indo-<br />

Bhutan relations. This concern was not only conveyed by the Foreign<br />

Minister to the Indian ambassador in Thimphu, but also by the<br />

Ambassador of Bhutan to India in New Delhi, to the officials of the<br />

Ministry of External Affairs and Ministry of Home Affairs, Government<br />

of India. However, till date no progress has been made towards arresting<br />

and punishing the culprits.<br />

The Foreign Minister reported that at the time of the tragic incident, the<br />

ministers and Royal Advisory Councillors were asked personally and through<br />

telephone calls and letters by Gups and Chimis, businessmen and village elders<br />

as to how the Royal Government was following up on the matter with the Indian<br />

government and what measures were being taken to resolve such problems and<br />

prevent their recurrence.<br />
