bodies. The fact that the recent killings were committed by the BLT
residing in India had been published in the Kuensel and Assam
newspapers.
3. On the question of stopping the supply of rations to the militants camped
in Bhutan, the Foreign Minister explained the different modes of
punishment to be imposed on any Bhutanese found helping them.
Besides, the Government of India had been requested to provide all
possible help to stop the supply of rations to the militants.
4. The perpetrators of the heinous crimes against Bhutanese nationals
should be identified and brought to justice in accordance with the laws
of their country. If the Government of India does not make any effort
and let the perpetrators go unpunished, this could undermine Indo-
Bhutan relations. This concern was not only conveyed by the Foreign
Minister to the Indian ambassador in Thimphu, but also by the
Ambassador of Bhutan to India in New Delhi, to the officials of the

government and what measures were being taken to resolve such problems and
prevent their recurrence.
