difficulties faced by the people in other Dzongkhag. The Assembly also noted<br />

the clarifications made by the Agriculture Minister and resolved that a team<br />

comprising of the Agriculture Ministry officials, concerned Dzongdas, Gups,<br />

Chimis, Mang-aps and local forestry officials would review the submissions<br />

made by the people. If there are genuine difficulties the Agriculture Ministry<br />

will amend the existing Rules to address the needs of the government and the<br />

people and submit to the National Assembly for deliberation in its next<br />

session. If it were found that the people really do not face difficulties, the<br />

existing Rules would then be left unchanged.<br />

4. Reduction of Expatriate Workforce<br />

The Gasa Chimi submitted that while the expatriate workforce may be of<br />

immediate assistance, the impact in the long term from the presence of a large<br />

number of expatriate workers in the country needs to be carefully considered<br />

from the very outset. A reduction of the expatriate workforce may be considered<br />

in view of the present security situation in the country and the reasons listed<br />

below:<br />

Potential threat to the national policies as has happened in the past;<br />

It reduces skill-development and employment opportunities for our youth. At<br />

the same time it increases dependency on the expatriate workforce; and<br />

It not only has an adverse impact on the general environment but also results in<br />

large sums of money going out of the country. Therefore, the number of<br />

expatriate workers in the country should be reduced.<br />

The Mongar Chimi pointed out that in line with the decentralisation policy of<br />

the Royal Government, most of the developmental activities since the 4-5 th Five<br />

Year Plan has been successfully undertaken with material and financial support<br />

from the Government and labour contribution by the people. If the expatriate<br />
