The Speaker also extended his appreciation to the honourable members for<br />

frankly expressing their views on the various provisions and articles of the eight<br />

Chathrims endorsed in the 79 th session of the Assembly. He instructed that the<br />

words and phrases proposed for change in the Chathrims be done without<br />

leaving any of them.<br />

In accordance with the submissions made by the Dorji Lopen and the Punakha<br />

Chimi, the Speaker said that any Chathrim drafted hereafter should have a<br />

dedicatory preface and a concluding prayer. As pointed out by some members,<br />

it is time now to amend the Chathrim for the election of Chimis and members of<br />

the Royal Advisory Council. He said that it were better if the Council of<br />

Ministers discuss the issue according to the command of His Majesty the King<br />

and debate on them in the next session.<br />

Since the previous year, His Majesty the King has commanded the importance<br />

of establishing a legal committee as aspired by the honourable members.<br />

Accordingly, the National Assembly Secretariat has drafted a Chathrim for the<br />

legal committee and submitted it to His Majesty. His Majesty has issued it to the<br />

Council of Ministers and commanded that it be submitted in the following<br />

session of the Assembly. The Speaker said that although the committee cannot<br />

be established immediately, he is hopeful that it would be established in the<br />

following Assembly session. Depending upon the needs of the government and<br />

the people, there will be many Chathrims that will either need amendment or<br />

new drafting altogether. Rather than set a limit, it is the responsibility of the<br />

National Assembly to consider as many legislation as possible. With this<br />

observation, the Speaker concluded the discussion on passing the Chathrims.<br />
