discussed the provisions of the Kasho in earlier sessions and come out with<br />

specific resolutions.<br />

The Assembly resolved that the government would continue to work without<br />

losing time in procuring, testing and distributing fire-proof and secure safes to<br />

store and protect the sacred tensum. The National Commission for Cultural<br />

Affairs, Dratshang Lhentshog and the Royal Bhutan Police should review the<br />

existing methods of safeguarding sacred relics and artifacts, and propose any<br />

amendments or changes in the next session of the National Assembly.<br />

VII. ULFA-Bodo Problem<br />

The people of the 202 Geogs of the 20 Dzongkhags and the Bhutan Chamber of<br />

Commerce and Industry submitted many points regarding the problem of the<br />

ULFA and Bodo militants for discussion in the National Assembly. The<br />

people’s representatives pointed out that the ULFA and Bodo militants, who<br />

were fighting against the Indian government, had illegally entered into the<br />

south-eastern areas of Bhutan and were refusing to leave the country. Their<br />

continued presence in the country was posing a very serious threat to the<br />

security and sovereignty of the country of the Palden Dukpa. This was causing<br />

grave concern among the people, making their nights sleepless and their food<br />

devoid of taste.<br />

The ULFA-Bodo problem had been discussed many times in past sessions of<br />

the National Assembly. During the 77 th session, a four-point strategy had been<br />

adopted to remove the militants. Firstly, the Royal Government would continue<br />

to hold dialogue with the militants in an effort to resolve the problem<br />

peacefully. At the same time, the supply of rations and other provisions to the<br />

camps of the militants would be stopped. People caught helping the militants<br />

would be punished under the National Security Act. If all peaceful measures<br />
