Precise words make a better law and when such precision is required, there is no<br />

other safer alternative than to draw words from these texts. They are so<br />

profound in meaning. Besides, there are quantitative and qualitative literatures<br />

to support them. Right terminology guides the future of humanity, regulate the<br />

standards and norms of societies and nations. Terms and vocabularies must<br />

reflect cultural traditions and values to command obedience not only in terms of<br />

legal compliance but also in spirit.<br />

Further, the future judges and Jabmis must learn such legal vocabularies during<br />

the Bhutan Legal courses. The people must also learn them through legal<br />

education programmes. They must become experts in Bhutanese laws. Besides,<br />

people who are authorities on law enhance the quality of justice.<br />

The Bill of Civil and Criminal Procedure Code is the fruit of nine years of hard<br />

work. It has been researched and reviewed by scholars and judges for many<br />

years. The Hon’ble Chief Justice extended appreciation and gratitude to<br />

members of Cabinet for their suggestions and comments.<br />

It is the noble responsibility of the honourable members of the National<br />

Assembly to respond or retract from enacting this historic code. Although the<br />

contents may differ, the procedural code is inevitable. It is extremely vital that<br />

non-indigenous influences are prevented, and local cultural values promoted.<br />

Once the code is endorsed, the justice system under the rule of law will become<br />

reliable. The justice system would be greatly strengthened. It would become a<br />

legitimate source of pride and inspiration not only for the Judiciary but also for<br />

all the people of Bhutan. The Hon’ble Chief Justice concluded his presentation<br />

by entreating that such opportunity to make history must not be squandered off.<br />

The Chimis of Punakha and the BCCI said that in Bhutan, ‘the people are the<br />

ones adored by the monarch, the people aspire for peace and happiness, and the<br />

root of peace and happiness is justice’. Hence, the peace and prosperity of the<br />
