this regard, the Royal Government will continue to remind the Government of<br />

India.<br />

Lastly, the Foreign Minister pledged that on behalf of the Royal Government,<br />

and on behalf of the Ministry of Foreign Affairs, he will strive with dedication<br />

towards resolving the problem in accordance with the instruction and guidance<br />

of the National Assembly while bearing in mind that the traditional ties of<br />

friendship between Bhutan and India must be maintained and further<br />

strengthened.<br />

The National Assembly took note of the reports presented by the Home Minister<br />

and the Foreign Minister on the unprovoked attacks on Bhutanese vehicles and<br />

the kidnapping and brutal murders of Bhutanese people on Highway No. 31 in<br />

Assam last December. The National Assembly extended its appreciation to the<br />

Government of India for its sympathy and regret over the tragic incident and for<br />

the assurance of support and cooperation to prevent such tragic incidents from<br />

taking place in the future. The National Assembly expressed the hope that<br />

besides giving thought to the suffering inflicted on the innocent victims and<br />

their family members, and the provisions of the law, the close friendship that<br />

exists between the two neighbouring countries will also be taken into<br />

consideration for bringing the perpetrators of these senseless killings to justice.<br />

The Assembly decided that the Royal Government must continue talks with the<br />

Government of India and the State Government of Assam to apprehend the<br />

perpetrators responsible for the crime and being them to justice in a court of<br />

law.<br />

IX. Joint Verification of People in the Camps in Nepal<br />

The people’s representatives of Samtse, Samdrup Jongkhar, Sarpang, Tsirang,<br />

Chhukha, Haa, Dagana, Punakha, Trashi Yangtse, Trashigang, Bumthang and<br />

Thimphu Dzongkhags expressed their concern over the joint verification of<br />

people claiming to be Bhutanese refugees, which the governments of Bhutan<br />
