innocent children, helpless women and old people who would be completely<br />

overwhelmed with fear at the mere sight of a gun? Among the victims were six<br />

students and teachers.<br />

The Minister said that he had heard of people being killed in various<br />

circumstances such as in quarrels, during crimes like armed robbery and while<br />

fighting wars. It was, however, unthinkable that innocent and harmless women,<br />

children and old men could be abducted, lined up and executed in cold blood.<br />

Just hearing about it fills the heart with shock and horror, he said.<br />

While it is possible that the values and minds of people as well as their actions<br />

could undergo change in this degenerate age, it was beyond comrehension that<br />

people capable of committing such a heinous crime could ever exist. He said<br />

that as the head of the Education Ministry and a loyal citizen of the country he<br />

was deeply affected by this tragedy which befell innocent Bhutanese people and<br />

young students and their teachers. It is very important for the people’s<br />

representatives to know the position of the Royal Government on this tragic<br />

incident and the measures taken to prevent such incidents in future.<br />

A Royal Advisory Councillor, the BCCI Chimi and the Paro Chimi said that,<br />

besides the bereaved family members of the victims, all the people of Bhutan<br />

suffered unbearable grief and sorrow over the cruel massacre of innocent<br />

Bhutanese, including students and women while travelling through Indian<br />

territory. With his profound love and compassion for his people, His Majesty<br />

the King personally went to console the bereaved family members of the<br />

innocent victims of this tragedy. His Majesty’s presentation of Kidu Soilra and<br />

words of commiseration to the affected family members were deeply moving<br />

gestures of compassion that can never be forgotten. The Councillor and the<br />

Chimis expressed their deep gratitude to His Majesty the King for granting Kidu<br />

Soilra and attending the cremation of the victims of this outrageous crime.<br />
