were held on 11 th , 14 th and 18 th June 2001 spread over a period of one week. On<br />

the last day of the talks, the two sides were able to sign an Agreed Minutes of<br />

the Meeting.<br />

The Agreed Minutes which was translated into Dzongkha for reading out to the<br />

house, and a copy of which was distributed to the hon’ble members after it was<br />

read out by the Secretary of the National Assembly, is reproduced below:<br />

2. Agreed Minutes of the Third Round of Talks Between RGOB and the<br />

ULFA held on 11,14, and 18 June, 2001<br />

1. The third round of talks between the Royal Government of Bhutan<br />

(RGOB) and the United Liberation Front of Assam (ULFA) was held at<br />

the Tashichhodzong in Thimphu on 11,14 and 18 June, 2001. The<br />

RGOB delegation was led by Lyonpo Thinley Gyamtsho, Home<br />

Minister of Bhutan and comprised of Dasho Rinzin Gyaltshen,<br />

Chairman of the Royal Advisory Council, Dasho Tashi Dorji, Royal<br />

Advisory Councillor, Dasho Nob Tshering, Royal Advisory Councillor,<br />

Dasho Jambay Ngedup, Royal Advisory Councillor, Daw Penjor,<br />

Director, Foreign Ministry, Karma Hamu of the Home Ministry and<br />

Kinley Dorji of the Home Ministry. The ULFA was represented by Mr.<br />

Bishujyoti Burhagohain, Political Adviser of the ULFA and Mr.<br />

Chitraban Hazarika, Finance Secretary cum Assistant General Secretary<br />

of the ULFA. The talks were held over three days with a break of two<br />

days after the first day and three days after the second day to give time<br />

for the two delegations to consult their respective higher authorities.<br />

2. The RGOB delegation handed over a list of the nine ULFA camps in<br />

Bhutan to Mr. Bishnujyoti Burhagohain and Mr. Chitraban Hazarika,<br />

and asked what proposal they had for shifting their camps from Bhutan.<br />
