He informed the members that, under the personal command and direction of<br />

His Majesty the King, the armed forces had been making full preparations in<br />

terms of logistics and training to remove the militants. As the hon’ble members<br />

were aware, the Goongloen Gongma had reported during the 78 th session last<br />

year on the deployment of troops, construction of army camps, training, state of<br />

arms and other logistics, and construction of army camps from Kalikhola to<br />

Daifam. The Royal Bhutan Army had spent a sum of Nu. 835 million from its<br />

own resources of the Army Welfare Fund for strengthening security in the areas<br />

affected by the militants. A total of 122 Officers and 3,623 other Ranks were<br />

already deployed between Kalikhola and Daifam. One more Wing from the<br />

Royal Body Guards, designated as Wing XV, had been mobilized and was kept<br />

ready in Dechencholing for deployment in the security affected areas. Once<br />

Wing XV from the Royal Body Guards is deployed, the total strength of troops<br />

between Kalikhola and Daifam will come to 136 Officers and 4,128 Other<br />

Ranks.<br />

The Brigadier informed the house that, in order to enhance the strength of the<br />

Royal Bhutan Army, partial freeze had been applied on retirement, with troops<br />

retired only on grounds of health and old age. Meanwhile, the training of<br />

recruits was being carried out at the Military Training Centre in Tencholing and<br />

the Royal Body Guards in Dechencholing. If the militants refused to leave<br />

Bhutan and the Royal Government decides to remove them through military<br />

means, the officers and men of the Royal Bhutan Army, Royal Body Guards<br />

and the Royal Bhutan Police, who have been training for such an eventuality<br />

reiterated their pledge to carry out this important task with total dedication and<br />

commitment.<br />

The Punakha Chimi expressed his appreciation for the distribution of copies of<br />

the agreed minutes of the meeting held between the Royal Government and the<br />

ULFA. He said that the positive outcome of the meeting was a result of His<br />

Majesty the King’s visits to the high security risk areas without even<br />

considering his own personal safety, and of the concerted efforts of the Council<br />
