Some of the people’s representatives noted that, as a result of the Ministerial<br />

Joint Committee meetings to try and find a solution to the problem of the people<br />

in the refugee camps in eastern Nepal, a process of joint verification was now<br />

taking place. As the people were keen to know about the progress of the joint<br />

verification and the outcome of the meetings held with the Government of<br />

Nepal, the members requested for a briefing on these issues.<br />

Many Chimis pointed out that while the joint verification of the people in the<br />

refugee camps was being carried out according to the modalities agreed by the<br />

governments of Bhutan and Nepal, it is important for the Bhutanese joint<br />

verification team to keep in mind the resolutions of the National Assembly on<br />

this issue. Apart from any genuine Bhutanese refugees who are found to have<br />

been forcefully evicted, nobody else should be allowed to come to Bhutan. It is<br />

important to ensure that people who have left the country on their own free will<br />

are not allowed to come back even in the future.<br />

The people’s representatives of Samtse and Samdrup Jongkhar Dzongkhag<br />

submitted that despite special Kidus and development programmes granted by<br />

the Royal Government to the Lhotshampas, they were not satisfied and turned<br />

against the Royal Government in 1990. Besides destroying public infrastructure<br />

like schools, hospitals and bridges, they also committed many heinous acts of<br />

violence, torture, abduction and murder before leaving the country. The people<br />

in the country would not like to see such people taken back. His Majesty the<br />

King had visited many areas in the south to personally ask these people not to<br />

leave. However, they sold their land and property and left, but after reaching<br />

Nepal they made false allegations that the Royal Government had forced them<br />

to leave. As submitted in the earlier sessions of the National Assembly, there<br />

are no grounds for such people to return to the country. The Bhutanese joint<br />
