The NDFB militants are fighting the Government of India and the Indian army.<br />

Their presence in Bhutan is not for peaceful purposes nor did they come as<br />

refugees. They entered illegally and established armed camps from Kalikhola<br />

to Daifam. The ULFA has nine camps and 28 observation posts while the<br />

NDFB has five camps and 10 observation posts. They are well funded and very<br />

well armed, carrying out training in their camps and launching frequent attacks<br />

across the border in Assam.<br />

The security threat posed by the ULFA and Bodo militants has been discussed<br />

intensively throughout Bhutan during the past several years in the Geog Yargye<br />

Tshogchungs and Dzongkhag Yargye Tshogchungs and other public meetings.<br />

During the recent 8 th Plan review meetings held in the presence of His Majesty<br />

the King, people from all walks of life expressed their disappointment and<br />

frustration over the lack of results in the efforts to find a peaceful solution<br />

through dialogue and over the continued presence of the militants inside<br />

Bhutanese territory. The people have reiterated that the militants must be<br />

removed at all costs and had requested for military action to be taken if no<br />

peaceful solution could be found to resolve the problem. To this end, they have<br />

offered their complete support and commitment in terms of men and materials<br />

and had pledged their readiness to even sacrifice their lives, if necessary, to<br />

protect the security of the country.<br />

The issue had also been the main subject of deliberations in the National<br />

Assembly over the past five years, and the house had adopted the following four<br />

points resolution last year;<br />

i. Every effort must continue to be made to find a peaceful solution<br />

through a process of dialogue;<br />

ii. All supplies and rations to the militants must continue to be stopped;<br />

iii. All persons found assisting the militants must be prosecuted under the<br />

National Security Act;<br />
