lack of peace in communities and countries is mainly due to the scourge of<br />

unemployment.<br />

The Minister said that in line with His Majesty the King’s direction and<br />

emphasis on a small, compact and efficient civil service and to support private<br />

sector development, most of the Government-run companies and corporations<br />

have been handed over to private parties. While the educated youth look to the<br />

civil service for employment it must be kept in mind that the Government alone<br />

cannot meet all the employment needs. Above all, the Government has the<br />

responsibility for maintaining national peace and order, making education<br />

available to all and ensuring the good health and well-being of all citizens.<br />

Therefore, employment opportunities must be created in the private sector. With<br />

regard to the issue raised in connection with the lack of adequate skills required<br />

by the private sector in the persons sent to them by the NEB, the Minister<br />

pointed out that there is a situation where the youths feel that the private sector<br />

prefer to recruit expatriates to nationals, that salaries may not be paid regularly<br />

every month and that there is no assurance for future or surety in the duration of<br />

employment. The Minister informed the Assembly that having understood these<br />

reservations and misgivings of the youth, the NEB established a committee<br />

comprising of representatives from the private tourist companies as well as<br />

other businesses. A system for the training of job seekers in required and<br />

relevant skills, salary scales, behavior and conduct, means and source for<br />

redress and entitlements to retirement benefits is currently being formulated.<br />

The Minister reported that this year 4,500 young students have been employed<br />

and the NEB further pledges to serve to its best ability to ensure employment<br />

for the youth of Bhutan.<br />

The Health and Education Minister, also chairman of the National Technical<br />

Training Authority (NTTA) expressed appreciation to the Gasa Chimi for<br />
