strict control to stop the return of people who had emigrated and left the country<br />

in accordance to their own wishes. The essence of the views expressed by the<br />

Chimis are as follows.<br />

The Royal Government had granted special Kidus and implemented extensive<br />

development programmes in the south for the benefit of the Lhotsampa people.<br />

Despite all these benefits they turned against the country in 1990 and destroyed<br />

many service facilities and infrastructure like schools, hospitals and health<br />

centres, roads and bridges. After carrying out such destructive activities, they<br />

left the country and went to Nepal in accordance to their wishes. They<br />

attempted to create communal discord among the different sections of<br />

Bhutanese society and also tried to undermine the good relations between<br />

Bhutan and India. They also carried out terrorist attacks, including armed<br />

robbery, intimidation and murder of innocent people The Ngolops and their<br />

supporters left Bhutan despite repeated appeals made by His Majesty the King<br />

personally not to emigrate and leave the country. Once these people had arrived<br />

in Nepal after selling their land and property in Bhutan, they made allegations<br />

that the Royal Government had forcefully evicted them. The Chimis pointed<br />

out that there were no grounds for such people to return. They called on the<br />

officials of the Bhutanese joint verification team to keep in mind that the<br />

citizenship and immigration laws of the country must not be undermined while<br />

conducting the verification of the people in the camps in Nepal.<br />

The Chimis said that the people are deeply concerned that the Royal<br />

Government might allow some of these people in the camps to return. They<br />

expressed their hope that the verification is being done in accordance to the<br />

resolutions of the National Assembly and that the dialogue between the<br />

governments of Bhutan and Nepal will bring a positive outcome. They also<br />

submitted that all those people who emigrated and left the country and those<br />
