As the news of its loss caused unbearable sadness, it is logical that the Chimis raise its issue in the National Assembly. In an age when vandalism and thefts of religious artifacts are increasing, there is difficulty in appointing caretakers of Lhakhangs and Goendeys since they are held responsible for the loss till the culprits are apprehended. This has caused great concern to the Dratshang and the monastic community. The chairman of Lhengye Zhungtshog said that the recovery of the Rangjung Kharsa Pani is an auspicious omen affirming the continuity of Palden Drukpa. There are many sacred relics in thousands of Lhakhangs and Goendeys in the country. Besides, many people have important relics in their own homes. Fearing the probable loss of these relics, the National Assembly has discussed the issue many times, and the government continues to address this concern. According to the people, the solution to the issue lies in the existence of a strong law and its effective application. The chairman acknowledged this view as very valid, but said that other measures must also be considered. He supported the proposal of the Home Minister and Foreign Minister that relevant ministries and organizations should consult among themselves and submit a report in the next session of the Assembly. Moreover, he said that the government would ensure full financial support for the cause of protecting and safeguarding the sacred relics. 62

Concerning the law and punishment of criminals who steal relics and artifacts, he said that the most important responsibility of the National Assembly is to pass new legislations and amend existing ones. The Judiciary is responsible for interpreting the laws passed by the Assembly and for deciding on the verdicts. As such, the High Court is currently hearing the case of those involved in the theft of Rangjung Kharsa Pani. Although the people have repeatedly appealed in earlier sessions of the Assembly for awarding capital punishment to such criminals, it has been discussed that they be sentenced to life imprisonment in view of the fact that Bhutan is a Buddhist country. However, their sentences were to be more stringent in comparison to other convicts. The Speaker said that the arguments by some Chimis to award the most heavy of punishments, and the doubts expressed by others regarding the system of awarding penalties have been very clear. He asked the Ministry of Home Affairs and the Royal Bhutan Police to submit a report analyzing the existing system of punishing and imprisoning criminals stealing sacred nangten, and also propose necessary amendments in the next session of the National Assembly.
