expressed his hope that the ULFA would remove four of their camps by December<br />

2001 as agreed by them, and that the Royal Government and the ULFA could<br />

resume talks on finding a solution to the problem of the remaining camps. The<br />

National Assembly endorsed the following three-point resolution on the issue of the<br />

ULFA-Bodo problem:<br />

1. In accordance with the resolution of the 77 th Session of the National<br />

Assembly on the ULFA-Bodo problem, the Royal Government must<br />

continue to impose the embargo on rations and other supplies to the camps<br />

of the militants. Any person found extending assistance to the militants must<br />

be tried and punished under the National Security Act.<br />

2. The Royal Government and the armed forces should not just wait for the<br />

ULFA to remove four of their camps from Bhutan by December 2001 as<br />

agreed by them but continue to make all necessary preparations for military<br />

action during this period. The Dzongdas, Chimis, Gups and the people in<br />

the different Dzongkhags should forward the list of genuine volunteers for<br />

militia service to the RBA Headquarters within August this year and the<br />

army should then impart the necessary training to the militia volunteers.<br />

3. If the ULFA do not remove four of their camps from Bhutan by December<br />

2001 as required by the provisions of the agreed minutes signed on 18 th<br />

June, 2001, during the third meeting held between the Royal Government<br />

and ULFA leaders and they continue stay like before, the Royal<br />

Government should not give away more time but resort to suitable military<br />

action and remove the militants as soon as possible from Bhutanese<br />

territory.<br />
