greatly undermine the friendship and co-operation between the two countries.<br />

The Lhengye Zhungtshog must hold a very urgent talk with the Indian<br />

government as soon as possible. The National Assembly has not received any<br />

comprehensive reports on the previous massacres. The Indian government must<br />

not only give verbal agreement to pursue investigation on the recent incident<br />

and then postpone it, it must strive to identify the culprits and bring them to<br />

justice at the earliest possible. If India is really a nation who shares excellent<br />

relationship with Bhutan and has genuine disposition towards her, she must<br />

prevent the recurrence of such incidents that shocks and causes immense grief<br />

to the government and people of Bhutan. On behalf of the National Assembly,<br />

and on his own personal behalf, the Speaker extended condolences to the<br />

Assembly member, Sangay Dorji from Panbang Dungkhag whose son was one<br />

of the victims killed in the incident. He expressed hope that those injured and<br />

undergoing medical treatment would soon recover by the blessings of the Triple<br />

Gem. The discussion on the tragic incident concluded with representatives of<br />

the Monk Body offering prayers in the National Assembly Hall for the benefit<br />

of the souls of the deceased.<br />

XXIII. Concluding Ceremony<br />

On the occasion of the concluding ceremony of the 79 th session of the National<br />

Assembly, the Speaker expressed his happiness at the successful conclusion of<br />

the session. The ability to hold very comprehensive deliberations and come out<br />

with fruitful resolutions has been the result of the wise and far-sighted<br />

leadership of His Majesty the King, and the open and frank discussions engaged<br />

in by the honourable members of the National Assembly who have always kept<br />

in mind the present and future well being of the country. The Speaker expressed<br />

his gratitude to His Majesty the King and to the honourable members of the<br />

National Assembly.<br />
