As Gross National Happiness places great emphasis on the spiritual and
emotional needs of the people it is important to promote the institutions,
knowledge system, expression, beliefs, social patterns, and relationships that
enable the people to realize the richness of Bhutanese traditions and cultural
values. Some of the notable initiatives taken by the Royal Government
pertaining to the preservation and promotion of Bhutan’s unique culture and
traditions are as follows:
1. Various programmes related to literature, drama, songs and music have
been organized to promote Dzongkha, the national language.
2. Traditional songs and dances have been promoted in all twenty
Dzongkhags.
3. Traditional and cultural values are transmitted and promoted through the
Bhutan Broadcasting Service and Kuensel.
Further emphasis has been placed on the promotion of Zorig Chusum, and the
15 th day of the 3 rd month of the Bhutanese calendar has been declared as the
National Zorig Day by His Holiness the Je Khenpo. The Kalachakra has been
identified as the tutelary deity of Zorig. His Holiness has also composed a
prayer dedicated to the flourishing of Zorig Chusum.
In order to promote and preserve traditional weaving skills, a textile museum
has been opened in Thimphu. The tax on yarn has also been abolished to
encourage weaving industries in Bhutan.
Lhakhangs are prone to dangers of arson and robbery. Many safes, which are
resistant to fire and theft, and which will be distributed to Lhakhangs and
Dzongs are being tested and examined. Besides, about 200 caretakers have been
trained in security aspects.
