Minister with the senior civil servants, held on April 30, 2001 in Thimphu,<br />

during which the civil servants made the following three submissions:<br />

1. The problem of the ULFA and Bodo militants has been a long standing<br />

issue and every effort must be made to compel them to leave our country<br />

immediately through negotiations.<br />

2. If they do not leave through peaceful means, the military option would<br />

have to be resorted to for which the civil servants pledged their full<br />

support. Further, they pledged to contribute one month’s salary towards<br />

security expenditure to ease the financial burden on the Government.<br />

3. In case military action becomes inevitable, the civil servants reiterated<br />

their pledge to safeguard the security of the nation with total loyalty and<br />

dedication, and they were prepared to sacrifice their lives if necessary.<br />

The RCSC Secretary welcomed the report of the Home Minister on the meeting<br />

with the ULFA leaders. He said that the agreed minutes of the meeting was a<br />

very positive outcome towards resolving the problem peacefully. On behalf of<br />

the civil service, he offered their deep appreciation and gratitude to His Majesty<br />

the King for his farsighted leadership, and to the Home Minister and the<br />

Bhutanese delegation taking part in the talks for this positive outcome.<br />

The Deputy Minister for Communications said that after three rounds of talks<br />

held between the Royal Government and the ULFA there was now a signed<br />

agreed minutes in which the ULFA had committed to remove four out of their<br />

nine camps within December this year. Although many Chimis had expressed<br />

their doubts about the militants implementing this agreement, the Deputy<br />

Minister said that the deadline given to the militants also provided time to<br />

prepare for military action if they do not leave by December. Therefore, it<br />
