The members pointed out that while the embargo on supply of rations and other provisions to the militants should be enforced by all parties concerned, and not just by Bhutan, there appeared to be no visible effort made by the Assam government or the Indian army to stop transportation of supplies to the militants from their side of the border. Although the central Government and the Assam state government should stop the militants from crossing the international boundary and entering Bhutanese territory, their infiltration has continued unabated. The members could not fathom whether there was any inner objective of the ULFA and Bodo militants and observed that the problem was very difficult and complex. The members noted that while the Royal Government continued in its efforts to find a peaceful solution to this problem, the ULFA and Bodo militants were gaining time for stocking supplies and weapons besides carrying out extensive training. They pointed out that the continued presence of these militants on Bhutanese soil will affect Bhutan’s excellent relations with its closest friend and neighbour, India besides posing an increasingly serious threat to the security and sovereignty of the country. The members emphasized that the security and sovereignty of the country is of utmost importance to the Bhutanese people and they will not back out from their responsibility of defending the country and safeguarding its peace and prosperity. It was evident that the militants would not leave the country as a result of peaceful measures. Although it would involve considerable loss of lives and property, there was no option left but to resort to military action as decided during the 78 th session of the National Assembly. They submitted that a resolution should be adopted to make preparations and deploy the armed forces to remove the ULFA and Bodo militants. The members also pointed out that it was important to understand from before hand that once military action is taken against the militants it would lead to 66
serious resentment and animosity between the Assamese people and the Bhutanese people, and Bhutan would face a very difficult situation. Once military action is started it will not be possible to predict how the conflict would be concluded. The limited strength of the armed forces must, therefore, be enhanced to ensure that the security and sovereignty of the country is protected. To this end, military training should be started for high school students and graduates before they take up permanent professions. Military training should also be imparted to militia volunteers and to all physically fit young men as well as to school dropouts who are looking for employment. The members said that the security of the country is more important than the socio-economic development programmes. They suggested that development programmes should be postponed, and the budget earmarked for them should be used as emergency fund for safeguarding the security of the country. As already submitted to the National Assembly in previous sessions and to His Majesty the King during the royal visits to the different Dzongkhags, the people reiterate their pledge to provide both manpower and material support to His Majesty and the Royal Government for safeguarding the security and sovereignty of the country. If necessary, the people were fully prepared to sacrifice their lives to protect the nation. The members expressed their confidence that under the wise leadership of His Majesty the King, and with the blessings of the Guardian Deities, the officers and soldiers of the three armed forces will be able to remove the militants from Bhutanese territory. Speaking on the issue, the Home Minister reminded the members that the Bhutanese people of all walks of life were enjoying the enhancement of the Buddha Dharma along with unprecedented socio-economic development due to the blessings of the Guardian Deities and the wise leadership of His Majesty the King. At a time when the sunshine of peace and prosperity was shining over the country, the presence of armed ULFA and Bodo militants on Bhutanese territory had brought about an eclipse of the sun and cast a long shadow over the entire nation. 67
