serious resentment and animosity between the Assamese people and the<br />

Bhutanese people, and Bhutan would face a very difficult situation. Once<br />

military action is started it will not be possible to predict how the conflict would<br />

be concluded. The limited strength of the armed forces must, therefore, be<br />

enhanced to ensure that the security and sovereignty of the country is protected.<br />

To this end, military training should be started for high school students and<br />

graduates before they take up permanent professions. Military training should<br />

also be imparted to militia volunteers and to all physically fit young men as well<br />

as to school dropouts who are looking for employment. The members said that<br />

the security of the country is more important than the socio-economic<br />

development programmes. They suggested that development programmes<br />

should be postponed, and the budget earmarked for them should be used as<br />

emergency fund for safeguarding the security of the country. As already<br />

submitted to the National Assembly in previous sessions and to His Majesty the<br />

King during the royal visits to the different Dzongkhags, the people reiterate<br />

their pledge to provide both manpower and material support to His Majesty and<br />

the Royal Government for safeguarding the security and sovereignty of the<br />

country. If necessary, the people were fully prepared to sacrifice their lives to<br />

protect the nation. The members expressed their confidence that under the wise<br />

leadership of His Majesty the King, and with the blessings of the Guardian<br />

Deities, the officers and soldiers of the three armed forces will be able to<br />

remove the militants from Bhutanese territory.<br />

Speaking on the issue, the Home Minister reminded the members that the<br />

Bhutanese people of all walks of life were enjoying the enhancement of the<br />

Buddha Dharma along with unprecedented socio-economic development due to<br />

the blessings of the Guardian Deities and the wise leadership of His Majesty the<br />

King. At a time when the sunshine of peace and prosperity was shining over the<br />

country, the presence of armed ULFA and Bodo militants on Bhutanese<br />

territory had brought about an eclipse of the sun and cast a long shadow over the<br />

entire nation.<br />
