appropriate amendments to these provisions.<br />

The Chief Justice also pointed out that however, in the law itself the above issue<br />

would be included as a clause and further elaboration would have to be made in<br />

the subsequent Rules or by-laws. The Chief Justice further expressed<br />

appreciation and gratitude for the support to this issue from the National<br />

Assembly, which is in harmony with the Cabinet’s recent instructions that a<br />

legal document for advocates be drawn up. However, the main responsibility of<br />

the Court of Justice is the administration of law and justice and it has no<br />

mandate to formulate and make laws. Therefore, it would be necessary to come<br />

to a final decision as to whether the above law should be drafted by the<br />

Judiciary or by the Department of Legal Affairs.<br />

On the issue of increasing the length of the Jabmi training, the Chief Justice<br />

requested the Assembly to decide upon the required duration and length of the<br />

Jabmi training, which should be included in the legal framework to be drafted<br />

for advocates, as one month is indeed an inadequate length for the Jabmi<br />

training.<br />

The Chief Justice also submitted to the Assembly that an appropriate selection<br />

criteria for Jabmi needs to be decided upon by the Assembly. In conclusion, the<br />

Chief Justice informed the Assembly that the conflicts and cases permissible for<br />

settlement by Jabmi are outlined in the Civil and Criminal Procedural Code. The<br />

Civil and Criminal Procedural Code has been considered by the Cabinet and in<br />

line with the decisions following the exhaustive discussion on the Jabmi,<br />

instructions have been given for the drafting of a legal framework for the<br />

advocates. As the instructions cover the subject comprehensively, it may be<br />

considered sufficient to address this aspect of the issue that has been submitted<br />

for discussion in the National Assembly.<br />
