Bhutanese refugees intend to enter Bhutanese territory by any means. Therefore,<br />

it is important for the Joint Verification Team to ensure that the verification of<br />

the people in the camps is carried out very carefully and with utmost<br />

thoroughness.<br />

A Royal Advisory Councillor and the Wangdi Phodrang Chimi noted that the<br />

Nepalese government has been complaining that joint verification of the people<br />

in the camps is taking very long. They pointed out that it is difficult to complete<br />

the annual census of even ten families a day in the villages in Bhutan despite the<br />

ideal conditions. The verification of the people in the camps are much more<br />

complicated with many claims and allegations to be checked. Therefore, the<br />

joint verification must be carried out very thoroughly in keeping with the<br />

modalities agreed by the Ministerial Joint Committee.<br />

Going by the way the Nepalese government is complaining about the pace of<br />

verification when no problems have arisen at this stage, it appears that they<br />

might create a lot of problems and complications. The people who turned<br />

against the country and left for Nepal did so after knowing they had a place they<br />

could go to and stay. If the Nepalese government do not want to keep these<br />

people now, they should not have allowed them to come in the first place. The<br />

hon’ble Foreign Minister and the concerned Bhutanese officials must give<br />

careful consideration to these issues while negotiating with the Government of<br />

Nepal.<br />

The Samtse Dzongda said that the Ngolops living in the camps in Nepal were<br />

still persisting in their efforts to sow religious and communal discord in Bhutan.<br />

If these people who left the country without giving due recognition to the laws<br />

and traditions of the country are allowed to return, they will try to incite and<br />

instigate the innocent people and create problems in the country. Furthermore,<br />

they will also try to harm the existing friendly relations between Bhutan and<br />

India.<br />
