deliberately trying to delay the pace of verification. The Bhutanese team is<br />

working very hard inspite of the severe difficulties they are facing.<br />

It should be noted that, apart from the people in the camps in Nepal, there are<br />

several Ngolop leaders based in Kathmandu who had committed crimes in<br />

Bhutan before absconding from the country. While some of them had stolen<br />

government funds, some had stolen religious artifacts and others had absconded<br />

without repaying loans to the financial institutions in Bhutan. These people<br />

will, therefore, not come back to Bhutan whatever may be the results of the joint<br />

verification. Since a successful verification of the people in the camps by the<br />

two countries is not in their interest, these Ngolop leaders are looking for ways<br />

and means to disrupt the current joint verification process.<br />

It is said that there are over 100,0000 people claiming to be Bhutanese refugees<br />

in the camps in Nepal. What we know is that there are a large number of people<br />

in the camps who are not Bhutanese. Over the past several years the Ngolops<br />

have been resorting to all sorts of activities and strategies to achieve their<br />

political objectives and fulfil their vested interests. These include:<br />

(a) terrorist attacks;<br />

(b) destruction of schools, health facilities and other service facilities;<br />

(c) violent demonstrations;<br />

(d) kidnapping, threats and blackmail;<br />

(e) peace marches;<br />

(g) incitement of religious and communal discord;<br />

(h) demand for talks at both bilateral and multilateral levels such as in the<br />

United Nation.<br />

As the hon’ble members are aware, the Ngolops have been making repeated<br />

demands for introduction of multi-party politics in Bhutan, proportionate<br />

representation in the Lhengyel Zhungtshog and the National Assembly, changes<br />

in the citizenship laws, the Thrimzhung Chenpo and other laws of the country<br />
