At the commencement of the session, the Chairman of the Council of Ministers have presented the annual report of the activities and achievements of the Royal Government, and the annual budget report on behalf of the Ministry of Finance. The underlying theme of the presentation highlighted the fulfillment of development goals under the dynamic and far-sighted leadership of His Majesty the King. The Speaker said that the support for the flourishing of Buddhism, ensuring resources necessary for people’s livelihood, establishment of economic development infrastructure, preservation and promotion of traditional cultural heritages and enhancing friendly international relation in accordance with the aspiration of the people have become a great source of joy and satisfaction for the people of Bhutan. Since the government and the people can never compromise the security and sovereignty of the country, an in-depth discussion has been held in the current and five previous sessions of the National Assembly concerning the problems created by ULFA-Bodo militants. In the 76 th session, the National Assembly has submitted the full responsibility of resolving the militant problem to His Majesty the King. Since his ascension to the golden throne in 1974, His Majesty the King has worked tirelessly, and greatly enhanced the peace and happiness of the people. His Majesty continues to persevere in efforts to protect the security and sovereignty of the country without ever considering his own personal safety. The Zhung Dratshang, Shedra, Rabdey and Goendey in the country led by His Holiness the Je Khenpo continues to perform Kurim particularly for the well- being of Buddhism and for peace and security of the country. All the people in the country continues to reaffirm their pledge to fulfill the commands of His Majesty the King, provide both manpower and resource support, and stand prepared to sacrifice their own lives in order to defend the sovereignty and independence of the country. The Speaker expressed the trust, 272
confidence and appreciation of the people in the three armed forces who continue to shoulder the responsibility of ensuring national security. Considering the situation where all necessary provisions are harmoniously integrated, it appears that the people have not deviated from the traditional saying that Bhutanese always emphasize on good fortune. There is no betrayal of the sacred bond and faith that exist between the practitioners and patrons of the teachings of the Buddha. The good fortune resulting from harmony and unity between the King and the people have prevented the country so far from engaging in a military confrontation to resolve the ULFA-Bodo problem. The agreed minutes of the meeting signed by the Royal Government and the ULFA leaders in June this year has been a very welcome news for all the people of Bhutan. On behalf of the National Assembly, the Speaker expressed profound gratitude to His Majesty the King, and to the Royal Government of Bhutan. It is impossible that the ULFA-Bodo militants do not fear casualty and death in an armed confrontation. Therefore, the ULFA leaders have committed to remove four of their camps from Bhutanese territory by December this year. The Speaker said he hoped that the militants would express interest in continuing talks with the Royal Government to remove their five remaining camps. His Majesty the King is fully aware that a monarch must love his people, that peace and happiness which are crucial to people must depend on law and order. Therefore, His Majesty has established very important judicial institutions and further strengthened the judicial system in the country. Owing to many acts and legal ordinances which were tirelessly promoted by His Majesty to protect basic rights of the people and to create a fair and just society, all the people of Bhutan from all walks of life stand equal before the law today. 273
