confidence and appreciation of the people in the three armed forces who<br />

continue to shoulder the responsibility of ensuring national security.<br />

Considering the situation where all necessary provisions are harmoniously<br />

integrated, it appears that the people have not deviated from the traditional<br />

saying that Bhutanese always emphasize on good fortune. There is no betrayal<br />

of the sacred bond and faith that exist between the practitioners and patrons of<br />

the teachings of the Buddha. The good fortune resulting from harmony and<br />

unity between the King and the people have prevented the country so far from<br />

engaging in a military confrontation to resolve the ULFA-Bodo problem. The<br />

agreed minutes of the meeting signed by the Royal Government and the ULFA<br />

leaders in June this year has been a very welcome news for all the people of<br />

Bhutan. On behalf of the National Assembly, the Speaker expressed profound<br />

gratitude to His Majesty the King, and to the Royal Government of Bhutan.<br />

It is impossible that the ULFA-Bodo militants do not fear casualty and death in<br />

an armed confrontation. Therefore, the ULFA leaders have committed to<br />

remove four of their camps from Bhutanese territory by December this year.<br />

The Speaker said he hoped that the militants would express interest in<br />

continuing talks with the Royal Government to remove their five remaining<br />

camps.<br />

His Majesty the King is fully aware that a monarch must love his people, that<br />

peace and happiness which are crucial to people must depend on law and order.<br />

Therefore, His Majesty has established very important judicial institutions and<br />

further strengthened the judicial system in the country. Owing to many acts and<br />

legal ordinances which were tirelessly promoted by His Majesty to protect basic<br />

rights of the people and to create a fair and just society, all the people of Bhutan<br />

from all walks of life stand equal before the law today.<br />
