After the massacre of innocent Bhutanese passengers by BLT in December last year, the people living in these areas faced great difficulty since the incident took place during the orange sale season, and Indian orange retailers would not come to Nganglam. Since there is great danger to their lives, the Bhutanese orange growers could not travel to India to sell the fruits. The people living in these areas earn most of their income from orange export. Considering the welfare of the people, and to resolve their difficulty, His Majesty the King commanded that the FCB purchase oranges from farmers of Samdrup Jongkhar, Pema Gatshel, Mongar, Zhemgang and Nganglam. According to this command, the FCB bought all the oranges beginning January 14 till February 23, 2001. His Majesty has commanded that if the oranges could not be sold by the FCB on time, the government should bear the loss and do not make the farmers suffer. A total of Nu.57,700 obtained from the sale of over 1,54,249 pon of oranges from January 14 to February 23, 2001 have been paid to the people. The inability to export oranges at profitable prices, and the damage of unsold ones has incurred a loss of Nu.13,48,000 to the government. 3. Appreciation for the 8 th Plan Mid-term Review The Trashi Yangtse Chimi submitted that His Majesty the King accompanied by the Chairman of Lhengye Zhungtshog and senior government officials had visited all the Dzongkhags to conduct the Mid-term Review of the 8 th Five-Year Plan. The budget allocated for different development activities and the outcomes of the programmes were all reviewed. He said that the experiences 246
gained by the members of the DYT and sector heads of the Dzongkhags will be beneficial during the 9 th Plan which will be geog-based. The Chimi extended the gratitude of the people for the successful completion of the Mid-term review. 4. Appreciation for Geog-based Development Programmes The Chimis of Paro and Punakha expressed their deep appreciation to His Majesty the King for ensuring equitable benefits from development programmes to all the people of Bhutan. His Majesty has accordingly instituted the DYT in 1981 and the GYT in 1991 in keeping with the policy of decentralization. The people will be given the opportunity and the authority to formulate and implement development programmes necessary in their geogs during the 9 th Plan. The representatives of the people in the GYT and the DYT will be able to undertake their responsibilities without lapses, and in keeping with the desire of His Majesty the King, strive to achieve balanced development in towns and villages. The Chimis said that all the people of Bhutan are thankful to His Majesty the King and the Royal Government for deciding to make the 9 th Plan geog-based. 5. Appreciation for Development Activities The Wangdi Phodrang Chimi expressed profound gratitude to His Majesty the King on behalf of the people of Sha Dargay for his wisdom and far sighted policy of Gross National Happiness which will greatly benefit the people of Bhutan. Among the many development activities initiated in the 8 th Five-Year Plan, the Royal Government has supported the renovation of the 400 year old Gantey monastery which is the seat of the spiritual descendants of Pema Lingpa. The Bashochu Hydro Project which will be completed in September this year will enable the people of Wangdi Phodrang to further boost economic development in the Dzongkhag. 247
