1. An appeal would be made to His Majesty the King to avoid travelling<br />

through India and to strengthen His Majesty’s security arrangements.<br />

2. All Bhutanese vehicular traffic through Assamese territory would be<br />

stopped with immediate effect.<br />

3. The Ministry of Communications would increase public transportation<br />

on the east-west highway within Bhutan and also make arrangements for<br />

safe road conditions during the winter.<br />

4. Vehicular traffic on Indian Highway 31 would be resumed only when<br />

effective security coverage is provided by the Government of India as<br />

already requested on several occasions.<br />

5. The Foreign Minister would meet the Indian Ambassador and convey<br />

the concerns and requests of the Royal Government.<br />

Similarly, Lyonpo Dago Tshering, Bhutan’s Ambassador in Delhi had been<br />

taking up the issue with the officials of the Foreign Ministry and Home Ministry<br />

of the Government of India. The Dzongdas of Samdrup Jongkhar and Sarpang<br />

as well as the Superintendent of Police of Gelephu were in constant touch with<br />

their counterparts in Assam.<br />

The Royal Government has been urging the Assam Government that those<br />

responsible for the attacks should be arrested and brought to justice. However,<br />

even after six months, the Assamese authorities have not been able to apprehend<br />

those responsible for the attacks on our Bhutanese nationals. The Royal<br />

Government has been pointing out that the attacks on Bhutanese nationals took<br />

place in Indian territory and those responsible for the killings were Indian<br />

nationals. However, no matter how much the Royal Government has been<br />
