community will continue offering Kurim so that peace and happiness last for a very long time in the country. The patron of Kurim performance must be wealthy person. Ordinary people will not be able to sponsor such Kurim since their source of income is very limited. Therefore, the government, people and the monastic body fully depend on the business community. If they continue to serve the country by supporting such events, there would be no epidemic, famine and war and the country will remain at peace. The Dorji Lopen expressed his hope that His Majesty the King and members of the Royal Family will live on for a long time, and that everyone will be able to relish the fruits of Gross National Happiness. The Chairman of the Council of Ministers pointed out that representatives of the people of 20 Dzongkhags has expressed their appreciation and gratitude to His Majesty the King and the Royal Government for the great benefits brought about by successful development activities. They have also expressed gratitude for entrusting them the responsibility of formulating Dzongkhag and geog plans in the 9 th Plan. As commanded by His Majesty the King, the people have always decided on the planning, nature and time frame of development works that were needed in the geog and villages of different Dzongkhags since the 5 th Plan. To those who are optimistic, it appears that there will be no problem in implementing geog-based plan in the 9 th plan period. The main task is to take decisions for major development works. To take such decision, the people have been empowered long time ago. Then there are others who have serious doubts about the capability of the people in executing the great responsibility and authority entrusted to them. They are skeptical that the development works hereafter may suffer considerable inconveniences. Everyone is quite aware that the work is not new; there will only be slight changes in the way they are implemented. Drawing an analogy with the growth 260
of a child, the Hon’ble chairman said that the people are given the authority at a time similar to a child who is taken care of, and given education before finally becoming independent. The executive power of governance has been given to the Council of Ministers who has been elected by the National Assembly. If the people have to be empowered, they have to be given added responsibilities. This is the very reason for deciding to make them responsible for formulating geog plans. Works have already begun pertaining to the formulation of the plans, and many discussions on it were held. There are also many inconveniences observed. However, the works have been initiated as commanded by His Majesty the King. The Chairman expressed his hope that the plan would be successfully completed. There are risks that the people may think that the Dzongkhag would shoulder the responsibilities entrusted to them. Hence, plans for every geog are being made to ensure that the people are able to shoulder the responsibilities themselves. Depending upon different needs, 202 different plans have to be formulated for 202 geog of the 20 Dzongkhags. Although the task is a very difficult one, efforts will be made to ensure that it is initiated well. Irrespective of the way plans are formulated, the outcome will always depend primarily upon the people themselves. While the GYT would make decisions on issues of a particular geog, the DYT will have to coordinate in taking major decisions concerning many geogs. If the two Tshogchungs have to be capable, it is important to have a strong regulation and very capable representatives who would be shouldering the responsibilities. The Chairman said that the honourable members of the Assembly are aware of the command of His Majesty conveyed during the Dzongkhag Mid-Term Review meetings pertaining to this issue. His Majesty has commanded that if plan development programmes were to be successful, it is extremely crucial that only capable people who are loyal and dedicated to the country have to be elected as 261
