participation of the private sector and enhance socio-economic development by<br />

providing employment opportunity to the youth, and increasing the tax base.<br />

The Mongar Chimi conveyed the gratitude of the people of Mongar Dzongkhag<br />

to the government for identifying a 90-acre site in Lingmithang as industrial<br />

estate. The first turbine of the Kurichhu Hydropower Project has already been<br />

commissioned and the inauguration ceremony concluded. With the<br />

commissioning of the remaining three turbines very soon, the establishment of<br />

industries in this site will be enhanced. He expressed his hope that this would<br />

greatly benefit the people and contribute to national revenue generation.<br />

Although Mongar Dzongkhag ranks second among the twenty Dzongkhags in<br />

terms of geographic and demographic size, the limitation of power supply has<br />

not been favourable for the establishment of industries. Its contribution to the<br />

national GDP, therefore, has only been 0.49%.<br />

Once the Mongar-Nganglam highway is opened, the industries at Lingmithang<br />

will not only benefit the people of Mongar but accrue economic benefits to<br />

people of neighbouring Dzongkhags like Trashigang, Trashi Yangtse, Lhuntse<br />

and Bumthang. Bhutan is a Bae-Yul blessed by Ugyen Rinpoche, the second<br />

Buddha. There are many sites of pilgrims and worship. Besides, it is also a<br />

mountainous country, and therefore in a position to attract many tourists and<br />

enhance the revenue earning capacity of the country. However, the geographic<br />

distance of the eastern Dzongkhags has not been favourable for considering<br />

aviation facilities. Owing to the ULFA-Bodo problem, travel through Samdrup<br />

Jongkhar has been stopped. This has not been conducive to tourism in eastern<br />

Dzongkhags. The introduction of helicopter services would promote equitable<br />

tourism.<br />

The Hon’ble Finance Minister responded to the concern raised by the BCCI<br />

Chimi pertaining to the unavailability of programme list for which expenditures<br />
