ii. Two rounds of Security Coordination Meetings were held at Gelephug<br />

and Samdrup Jongkhar, with extensive discussions held over three days<br />

on both occasions. The meetings were attended by the officials of the<br />

Home Ministry and relevant Ministries and Department, senior officers<br />

of the RBA and RBP, the Dzongdas, Thrimpons and Dungpas from the<br />

six Dzongkhags of Sarpang, Zhemgang, Samdrup Jongkhar,<br />

Pemagatshel, Mongar and Trashigang, which are the most affected by<br />

the continued presence of the militants. A list of activities to be carried<br />

out in case of armed conflict with the militants was drawn up during the<br />

meetings, such as endorsement of a state of emergency and curfew in<br />

high security risk areas; coordination amongst different Government and<br />

non Government agencies; security for vital installations and<br />

Government officials; coordination with Assam district and police<br />

officials, prevention and response to attacks from across the border by<br />

the militants and their supporters; assistance to people from conflict<br />

areas and their rehabilitation in the relief camps, if necessary, and<br />

communication and back up system etc. This list of activities was<br />

recently approved by the Council of Ministers for implementation in<br />

case conflict breaks out.<br />

iii. The Council of Ministers also recently approved a Contingency Plan<br />

with a total budget of Nu. 410 million in the event of armed conflict,<br />

which includes, amongst others, provision to keep open all the internal<br />

highways and motor roads, bridges and communication system, ration<br />

and fuel reserves, medical back up system etc.<br />

iv. Villagers from the conflict areas must be removed to safety during the<br />

conflict for which two Relief Camps had been identified to be<br />

established at Gelephug and Pemagatshel.<br />

v. The Royal Government has been in constant touch with the different<br />

authorities of the Government of India on the progress in the efforts to<br />

find a peaceful solution as well as possible assistance in case of an<br />

armed conflict.<br />
