and sovereignty of the country.<br />

During the discussion on the need to resort to military action if peaceful means<br />

failed to produce any concrete result, His Majesty the King had reminded the<br />

members of the serious implications it would have on the people and the<br />

country, as it would involve tremendous hardship and problems that the people<br />

had never faced before, including loss of many lives and injury for the<br />

Bhutanese people. The Assembly had resolved that every effort should be made<br />

to remove the problem through peaceful means and that military action would<br />

be resorted to only if all peaceful efforts failed to produce results. Accordingly,<br />

several rounds of talks were held with the leaders of the militant groups since<br />

1998. However, in spite of the talks held so far, it was like pouring water over<br />

stone as the militants had not come up with any concrete proposal to vacate<br />

their camps.<br />

The Minister said that there had been some result from the recent talks because<br />

of the various measures initiated under the wise and far-sighted leadership of<br />

His Majesty the King to remove them from Bhutanese territory which had made<br />

the militants realize that the Bhutan was determined to make them leave through<br />

any possible means. However, the result of the recent talks should not affect the<br />

preparations which are under way for military action should the ULFA not<br />

honour the agreement given by them. He said that the agreement provided more<br />

time to make preparations for military action if such a course of action was to<br />

become necessary.<br />

The Minister reported that the Ministry of Agriculture was making all necessary<br />

preparations should there be a need to resort to military action to remove the<br />

militants. In this regard, food is a basic requirement during emergency<br />

situations. On the command of His Majesty the King, the Ministry of<br />

Agriculture and the Food Corporation of Bhutan were taking all the necessary<br />
