The Chimis of Paro, Haa and Chhukha pointed out that there is already an internal road linking Sibsoo and Samtse. Rather than constructing a new one, the existing one should be maintained. Although the Phuntsholing-Daifam highway will accrue great losses to the government, it will not only benefit the people of southern and eastern Dzongkhags but also have great advantage to all people of the twenty Dzongkhags in the context of current difficulty in the country. They urged the honourable members of the Assembly to give the proposal serious thought and consideration without postponing it for years. The Hon’ble Minister for Finance said that although the construction of the Daifam-Phuntsholing highway is an absolute necessity, the cost incurred in constructing bridges and other infrastructure will amount to millions of Ngultrums. A serious consideration must be given to the expenditure involved, and to resources in prioritizing needs. The need for roads in both the southern and other Dzongkhags must be assessed and included in the national highway master plan which is being prepared as directed by the resolution of the 78 th session of the National Assembly. Thereafter, roads will be constructed considering the national needs and priorities. Hence, the Hon’ble Minister said that the Assembly members should not view this with grave concern. Before any plans are made for road construction, an analytical assessment has to be made. Since no such assessment and studies have been made while constructing the existing roads, many maintenance and changes have to be made making previous investments a waste, and incurring additional expenditure. This results in imbalance of income and spending. The internal revenue is limited while external assistance is not always forthcoming. Although the budgetary requirement of government organizations this year amounts to Nu.17,000 million, it has been reduced to 10,000 million. Still there is the need to spend about Nu.1,047 million. The Hon’ble Minister asked as to how would the government address this budget deficit. 46
Since many of the plan projects could be initiated only during the middle and closing period of the plan, most of the funds have to be made internally available. It is not possible to cut spending from the plan budget. Although budget for purchases of vehicles this year were cut down, there were many other prioritized activities which will cost million of Ngultrums. Therefore, it is vital that the budget deficit of Nu.1,047 million should not be allowed to increase any further. In view of this deficit, the proposal for constructing new roads has to be considered seriously. The Secretary of Roads also pointed out that although the discussion on the construction of the highway has been held in some of the previous sessions of the National Assembly, the availability of limited resources held up from including it in the 8 th plan programmes. Moreover, His Majesty the King has commanded that the east-west highway be maintained properly to ensure the safety of transportation at a time when the ULFA-Bodo problem is unresolved. He informed that the Thimphu-Tashigang highway is being repaired and expanded, shortened wherever possible. He said it would be convenient if the east-west highway in southern region be considered, after analyzing its feasibility for inclusion in the 9 th plan according to the national highway master plan. The Deputy Minister of Communications informed the Assembly that according to the resolution of the previous session, the prospect for constructing highway from Daifam in the east to Sibsoo in the west is being analyzed, and that the reports on road construction have been received from concerned Dzongkhags. He said it would be ideal if the network of roads at the Geog, Dzongkhag and national level be included in the master plan after analyzing their benefits to agriculture and trade, industrial establishment and tourism, and then implemented accordingly.
