9. As commanded by His Majesty the King, two security co-ordination<br />

meetings have been held in Gelephu and Deothang to facilitate effective<br />

co-ordination among public organizations in the event of an emergency.<br />

10. In addition, His Majesty the King and the cabinet continue to review the<br />

security situation in the country frequently.<br />

Although the ULFA-Bodo problem is of utmost urgency today, it is equally<br />

important to remember the ngolop threats as it has serious implication for the<br />

country’s future. The Chairman informed that the Joint Verification of the<br />

people living in the camps in Eastern Nepal has been initiated since last year. It<br />

is crucial for the people to remain ever vigilant of such subversive elements that<br />

threaten the peace and stability of the country.<br />

Socio-Economic Development<br />

In his presentation on the socio-economic development of the country, the<br />

Chairman said that a strong and sustainable economy is extremely important for<br />

safeguarding the security and independence of the country. Hence, His Majesty<br />

has repeatedly emphasized the significance of enhancing economic self-<br />

reliance. Besides other services and resources which the people need, increasing<br />

their income and diversifying opportunities along with access to health and<br />

education facilities are very crucial. As such, socio-economic development is<br />

integral to achieving Gross National Happiness.<br />

In the last forty years, Bhutan has successfully emerged from being one of the<br />

poorest countries in South Asia to having one of the highest per capita income<br />

(USD 656). In education, the national literacy rate has already reached 54%<br />

while 72% of Bhutanese children are school-going. The national health<br />

coverage has reached 90% and life expectancy risen to 66 years. The economy<br />

continues to experience a steady and sustained growth of about 6%, the inflation<br />
