accepted back. The Chimis noted that joint verification teams of Bhutan and<br />

Nepal were currently carrying out verification in the camps to identify them into<br />

the four agreed categories of people. They submitted that not a single person<br />

among the Ngolops and their supporters should be accepted back. The presence<br />

of evil among the good cannot be tolerated and will only lead to serious<br />

problems for the country.<br />

Similarly, the Gasa Chimi said that the Ngolops who left the country after<br />

committing many destructive acts were joined in Nepal by their supporters. The<br />

people in the camps could be classified into two groups, criminals and those<br />

who are trying to pass off as Bhutanese refugees. These people have made<br />

many false and malicious allegations against Bhutan and attempted to take over<br />

the country. Since they could not achieve their objectives earlier they are trying<br />

to find ways to return to the country again. If they are allowed to come back it<br />

will seriously undermine the Citizenship Act and immigration laws of the<br />

country. While the issue of the people in the camps are under discussion<br />

between the governments of Bhutan and Nepal, it must be ensured that a<br />

thorough verification is conducted and such people are not allowed to return.<br />

Speaking on the issue, the Foreign Minister noted that the people’s<br />

representatives from the various Dzongkhags had repeatedly submitted to the<br />

Assembly that, in accordance with the Citizenship Act and immigration laws of<br />

the country, those who had left the country on their own free will should not be<br />

allowed to return. He informed the Assembly about the progress of the on-going<br />

joint verification of the people in the camps in eastern Nepal and outlined three<br />

reasons for the joint verification.<br />

1. As reported in the 72 nd Session of the National Assembly in 1993 and in<br />

its subsequent sessions, it has been agreed that the Royal Government of<br />

Bhutan will take back genuine Bhutanese citizens who are found to have<br />

been forcefully evicted.<br />
