After the massacre of innocent Bhutanese passengers by BLT in December last<br />

year, the people living in these areas faced great difficulty since the incident<br />

took place during the orange sale season, and Indian orange retailers would not<br />

come to Nganglam. Since there is great danger to their lives, the Bhutanese<br />

orange growers could not travel to India to sell the fruits.<br />

The people living in these areas earn most of their income from orange export.<br />

Considering the welfare of the people, and to resolve their difficulty, His<br />

Majesty the King commanded that the FCB purchase oranges from farmers of<br />

Samdrup Jongkhar, Pema Gatshel, Mongar, Zhemgang and Nganglam.<br />

According to this command, the FCB bought all the oranges beginning January<br />

14 till February 23, 2001. His Majesty has commanded that if the oranges could<br />

not be sold by the FCB on time, the government should bear the loss and do not<br />

make the farmers suffer.<br />

A total of Nu.57,700 obtained from the sale of over 1,54,249 pon of oranges<br />

from January 14 to February 23, 2001 have been paid to the people. The<br />

inability to export oranges at profitable prices, and the damage of unsold ones<br />

has incurred a loss of Nu.13,48,000 to the government.<br />

3. Appreciation for the 8 th Plan Mid-term Review<br />

The Trashi Yangtse Chimi submitted that His Majesty the King accompanied by<br />

the Chairman of Lhengye Zhungtshog and senior government officials had<br />

visited all the Dzongkhags to conduct the Mid-term Review of the 8 th Five-Year<br />

Plan. The budget allocated for different development activities and the<br />

outcomes of the programmes were all reviewed. He said that the experiences<br />
