people not having to spend time in the courts and sacrifice productive working<br />

time.<br />

Subsequently, the Thimphu Chimi submitted that although the intention of<br />

initiating the Jabmi training was for the Jabmi to share the knowledge with<br />

those who do not know the law, in practice they do not exercise a discerning<br />

wisdom. Instead they take any side that offers the highest fee. Although this<br />

causes problems, there are also cases where the Jabmi training has had small<br />

benefits to the people living in rural areas. For instance, most of the court cases<br />

are related to marriage and land. Half of the cases do not have to go to the court<br />

and are successfully settled in the villages, and this is to the benefit of the<br />

people. The main point is that in future, whatever legislation is formulated<br />

should be appropriate, relevant and considered from every angle.<br />

On the issue of fixing fees for the Jabmi and the formulation of the necessary<br />

Rules and By-laws, the Assembly resolved that as has already been initiated by<br />

the Cabinet, an act for advocates would be drafted and considered for<br />

ratification in the next session of the National Assembly. As suggested by the<br />

Cabinet chairperson, the Judiciary would draft this act.<br />

7. Proselytization<br />

The Chimis of the four geogs of Phuentsholing Dungkhag submitted that the<br />

public are alarmed by the increase in the number of Christians in their<br />

Dzongkhag. They are concerned because the people who are converted start<br />

behaving and thinking very differently. With their views, attitude and actions<br />

becoming completely different from the rest of the people it is resulting in<br />

disharmony and discord within families, communities and villages.<br />
