able to impart military training. The members requested for military training to<br />

be imparted to the militia volunteers as it was done before for the volunteers<br />

who were deployed in the south with the regular soldiers of the army. If<br />

military training is imparted to the able bodied young men they will have no<br />

hesitation in coming forward to protect the security of the country.<br />

Speaking on the issue, His Majesty the King said that the representative of the<br />

Royal Bhutan Army had given a very clear response to the request made by the<br />

people’s representatives for militia training to be imparted to the men who had<br />

volunteered for militia service in their Dzongkhags. His Majesty reminded the<br />

members that only those able bodied men who genuinely volunteered should be<br />

sent as militia volunteers and no one should be forced to join militia service.<br />

Some of the members had said that it was the responsibility of the Royal Bhutan<br />

Army to take suitable disciplinary action against those volunteers who applied<br />

for Kidu or ran away after reporting to the army. His Majesty pointed out that it<br />

was not feasible for the army to punish young recruits who submitted that they<br />

had not volunteered to join in the first place or had Kidu problems. His Majesty<br />

informed the members that from the 57 th and 58 th batch of recruits this year, the<br />

RBA had to release 131 recruits on Kidu grounds as it would serve no purpose<br />

to impart military training to people who did not want to join the army at all.<br />

It was important for the Assembly members to understand all the facts about the<br />

recruits sent as volunteers from the Dzongkhags. His Majesty said that, at a<br />

time when the country was facing a very serious security threat, it was a very<br />

good and positive response from the people to request for voluntary militia<br />

service to be started. If there are volunteers who genuinely want to undergo<br />

military training and serve for a few years to protect the security of the country,<br />

it would indeed be very useful to impart military training to the militia<br />

volunteers as requested by the people’s representatives.<br />

His Majesty said that the people’s representatives should keep in mind the<br />

repeated submissions they had made in the Assembly to once again raise a<br />
