unpleasant news provokes insurmountable worries.

While the perpetrators of this unprovoked attack and their motive are still
unclear, the Chairman said that the government and the people of Bhutan are
disheartened by the failure to bring perpetrators of last year’s massacre to
justice.
In the talks held with the Indian government, the Royal Government has insisted
that the culprits must be apprehended. Although the Indian government has
assured that they are working on it, there has been no clear progress. The
Chairman said that the frustrations of the Bhutanese people are therefore, very
pertinent.
The tragic incident near Gelephu resulting in the death and injury of many
Bhutanese people brought about by explosion of land mine has been
unthinkable. The Royal Government has considered this incident with very
serious concern. As soon as the news of the incident was reported, the Council
of Ministers held a special meeting and immediately initiated talks with the
Indian government. The Indian government has assured that a full investigation
is being conducted. The Indian ambassador has expressed his personal regret
