epresentatives of the people. It is very significant that everyone keeps this command in mind. The Chathrims of the DYT and GYT are currently being reviewed. According to the command of His Majesty the King, a committee coordinated by the Ministry of Home Affairs is working day and night to review the Chathrims. Once completed, they will be distributed to the honourable members of the National Assembly. The chairman said that the members must review the Chathrims, and discuss them with the people since they will be discussed for ratification in the next session of the National Assembly. The honourable members have the full opportunity to review and amend the Chathrims. Rather than neglect the Chathrims carelessly, they have to give them added emphasis, read carefully and comprehend their meanings. These Chathrims are unlike any of the Chathrims that have been endorsed in the current session. It is important for everyone to understand them carefully since they constitute work programmes that will have to be done everyday. Hereafter, it is crucial to streamline the roles and responsibilities of the GYT, prioritizing works and taking decisions, and systematize the process of electing representatives and holding meetings. If the systems were not streamlined and prepared before hand, there are risks that development activities would be delayed. Besides, if the decentralization process initiated by His Majesty the King with full trust and confidence confronts many difficulties once it reaches the geog level, there is great danger that it will not benefit anyone. The Chairman called upon everyone to work hard by being aware of this risk. Otherwise, it will be difficult to achieve successful results in the 9 th Plan. While implementing the geog plans, it will confront many difficulties at the outset owing to lack of experience, and capable people. Thus, the Dzongkhag administrations have formulated many strategies to support the plans. Although the GYT will take decisions pertaining to development works in the geog, effective approaches have been developed to award works to contractors in 262
order to avoid problems related to financial expenditure. This will be co- coordinated by the Dzongkhags as they used to do earlier. As works proceed, lots of skill and experience will be gained. After the decentralization of plan formulation and decision-making by the government, it is important to ensure that the results of geog-based plan are very successful. Towards the conclusion of the current session of the National Assembly, the honourable members have expressed their gratitude to the Royal Government and also the private sector. They have also pledged full support for development programmes and for national security. The government is deeply appreciative of these submissions. If everyone works hand in hand even hereafter, the progress made will be excellent. Everyone is aware that the fruitful outcome of any development activities undertaken so far has been due to the benevolence of His Majesty the King. After the decentralization of authority, the people and government must be united in thought, and work hand in hand to fulfill any commands of His Majesty the King. The Chairman said that this is extremely important. The Wangdue Phodrang Chimi said that all the people of Bhutan are extremely grateful to His Majesty the King for taking them into confidence and empowering the geog to formulate the 9 th plan in accordance with the policy of decentralization. He pointed out that the Royal Government has always been indiscriminate taking all the people like young birds cuddled under the wings of a hen. The Hon’ble Chairman of Lhengye Zhungtshog has informed that the 9 th plan will begin after the plan Chathrim, which is being prepared is distributed to different geog. Since the success of the plan depends upon the capabilities of the representatives of the people, the Royal Government has expressed great reservation about their skills and capabilities.
