Dzongkha Expert Committee, he offered his prayers that the programmes for<br />

9. Appreciation for Simplifying Legal Procedures<br />

The Thimphu Chimi expressed appreciation and gratitude to the Royal<br />

Government for simplifying legal codes and procedures, which has immensely<br />

benefited the people. Since the registration of cases in court, and court<br />

attendance procedures have been simplified, the litigants no longer have to wait<br />

as long in hearing and dispensation of cases.<br />

The Chimi said that this would ensure fair and just trial, and definitely improve<br />

credibility and recognition of the court. Since the separation and empowerment<br />

of the Judiciary, the litigants can present themselves in court according to the<br />

routine of hearing rather than attend daily as and when they are called on ad hoc<br />

basis. This has prevented people from being away every day from daily works,<br />

and from paying fines when they do not report for the day. He expressed<br />

gratitude for the arrangement where litigants can hire Jabmi, and for passing the<br />

Civil and Criminal Prosecution Code by the National Assembly in its 79 th<br />

session. Since the day the code was endorsed, the title of judges fittingly<br />

becomes Dang Poen – Lord of Truth as conceived by Zhabdrung Ngawang<br />

Namgyal. As appealed by the members of the National Assembly, the preamble<br />

of the code consisting of articles Ka to Cha have not been repealed. He said that<br />

the honourable members submit their profound gratitude for keeping the articles<br />

as they were.<br />
