The National Assembly ratified seven different Chathrims during the 78 th<br />

session. Drafts of six new Chathrims were already circulated to the honourable<br />

members in the last session for discussion in the current session. Besides, drafts<br />

of two new Chathrims would be submitted to the Assembly this year.<br />

It is very important for the National Assembly to concentrate on legislation and<br />

other related tasks. If a legislative committee were not established, the National<br />

Assembly would find it very difficult to fulfill the most important of its<br />

responsibilities. Therefore, the Chathrim for the legislative committee drafted<br />

by the secretariat of the National Assembly by upholding the command of His<br />

Majesty will be submitted in the next session. Similarly, the revised Chathrim<br />

for election of Chimis and that of the Speaker are already drafted for submission<br />

in the next session.<br />

On behalf of the National Assembly, the Speaker expressed gratitude to His<br />

Majesty for commanding the establishment of a standing legislative committee.<br />

His Majesty has issued this command with deep and profound consideration for<br />

the present and future benefits to the people and well being of the country.<br />

Bhutan is a small country located between two powerful Asian nations. It has<br />

enjoyed an era of peace and happiness uninterrupted by famine, epidemics and<br />

war. On the other hand, the socio-economic conditions of the people have<br />

improved at an unprecedented scale. The relationship between the government<br />

and the people has been harmonious. All this has been possible due to the<br />

blessings of the Triple Gem, the benevolence of His Majesty the King, and the<br />

good fortune of the people.<br />

Although the Bhutanese are generally peace-loving people and enjoys very<br />

friendly relations with other countries, the problems created by the presence of<br />
