The Chimis of Chukha and Sarpang Dzongkhags pointed out that any<br />

difficulties the Ngolops may be facing today is a result of their own evil deeds<br />

rural taxes as incentive for them to stay back. Such people who have left the<br />

country on their own free will cannot be considered as regugees.<br />

The Chimis of Trashi Yangtse and Haa Dzongkhags said that they were aware<br />

that joint verification of the people in the refugee camps was underway in<br />

accordance with the agreement reached between the governments of Bhutan and<br />

Nepal. They had also heard that the joint verification was making good<br />

progress.<br />

The Chimis called on the Bhutanese joint verification team to keep in mind that<br />

the verification should be done within the parameters of the laws of the country<br />
