In response, the Minister for Trade and Industry pointed out that the tourism sector plays a very important role in the promotion of the private sector, generation of employment opportunities, increasing public sector revenue and in earning foreign currency. At present, the tourism industry offers income and employment opportunity to over 2000 Bhutanese nationals and a total number of 7,559 tourists visited Bhutan in 2000 generating a total revenue of USD 10.5 million. Although the number of tourists has been increasing every year, the tourism industry in Bhutan is still at a developing stage in comparison to other countries. For instance Maldives, which is smaller than Bhutan in terms of territorial size and population, had 467,000 tourists in the past one year and were able to generate a commensurate amount of income. This indicates how much further our tourism industry needs to be developed. In view of its importance and the potential for revenue generation, the Government has accorded high priority to the development of the tourism industry. A Tourism Development Committee and a Coordination Committee have been established along with the initiation of a Tourism Development Fund. The Minister also reported that tourist destinations in Bhutan are being increased with the identification of more locations to be opened to tourists. Work is already underway to extend tourist activities and programs such as hiking, trekking, boating and kayaking etc. Furthermore, in order to further distribute the benefits from tourism, the Royal Government has already accorded approval for the introduction of helicopter services by the private sector. Many tourists would be able to visit the eastern and central regions once such air transport services have been established. 148
However, it is most important that development in the tourism industry is guided by His Majesty the King’s enlightened policy of maintaining high standards and emphasizing on quality, not on quantity alone. Besides, efforts are being continued to ensure that tourism supports and is also in harmony with our beliefs, culture, tradition and consideration for the natural environment. The Minister agreed that as submitted by the people, it is indeed time to initiate tourism in Haa Dzongkhag and open up tourism-related income opportunities. However, as the place is located near the vulnerable northern border, the Ministry of Trade and Industry, Ministry of Home Affairs and the Dzongkhag Administration would need to jointly formulate a mechanism for the management of tourism in the Dzongkhag. In addition, the Deputy Minister of the Ministry of Communications reported that with regard to the setting up of an air transport service as submitted by the Mongar Chimi, the CCM has already issued directives to this effect to the Ministry of Communications. Accordingly, assistance has been sought from outside and consultations have been held with the Government of Sweden. A group of experts is expected to arrive in Bhutan towards the end of July to assist in the development of a plan for domestic air transport service. The Deputy Minister pointed out that as reported earlier by the Minister for Trade and Industry, helicopter services are to be introduced to increase revenue through tourism. The Ministry of Communications is working on different alternatives of such services being started by a private entrepreneur or by a group of entrepreneurs and the report would be submitted to the Cabinet by November 2001.
