However, it is most important that development in the tourism industry is<br />

guided by His Majesty the King’s enlightened policy of maintaining high<br />

standards and emphasizing on quality, not on quantity alone. Besides, efforts are<br />

being continued to ensure that tourism supports and is also in harmony with our<br />

beliefs, culture, tradition and consideration for the natural environment.<br />

The Minister agreed that as submitted by the people, it is indeed time to initiate<br />

tourism in Haa Dzongkhag and open up tourism-related income opportunities.<br />

However, as the place is located near the vulnerable northern border, the<br />

Ministry of Trade and Industry, Ministry of Home Affairs and the Dzongkhag<br />

Administration would need to jointly formulate a mechanism for the<br />

management of tourism in the Dzongkhag.<br />

In addition, the Deputy Minister of the Ministry of Communications reported<br />

that with regard to the setting up of an air transport service as submitted by the<br />

Mongar Chimi, the CCM has already issued directives to this effect to the<br />

Ministry of Communications. Accordingly, assistance has been sought from<br />

outside and consultations have been held with the Government of Sweden. A<br />

group of experts is expected to arrive in Bhutan towards the end of July to assist<br />

in the development of a plan for domestic air transport service.<br />

The Deputy Minister pointed out that as reported earlier by the Minister for<br />

Trade and Industry, helicopter services are to be introduced to increase revenue<br />

through tourism. The Ministry of Communications is working on different<br />

alternatives of such services being started by a private entrepreneur or by a<br />

group of entrepreneurs and the report would be submitted to the Cabinet by<br />

November 2001.<br />

The Speaker concluded the discussion by summarizing that in response to the<br />

people’s submission that tourism be initiated in Haa Dzongkhag, the Ministry of<br />

Trade and Industry clarified that while this would not be possible in the very<br />
