would not be appropriate to disallow Bhutanese to work outside the country.<br />

However, as submitted by the Punakha Chimi, a strong system needs to be put<br />

in place by the government to avoid bad attitude and example being set by a few<br />

Bhutanese who have been educated and trained abroad for years at great cost to<br />

the government. They do not return to the country after the completion of the<br />

training period but continues to live and work abroad.<br />

The Dzongda pointed out that during the royal visit to the Dzongkhag, His<br />

Majesty the King always stresses to the students that civil service is not the only<br />

way of serving the Tsa-Wa-Sum and more educated people should take the<br />

opportunity to work in the private sector and in the rural areas as farmers. This<br />

wish of His Majesty the King must be brought to fruition and the aspiration<br />

realized.<br />

The Secretary of the Royal Civil Service Comission expressed the<br />

Commission’s appreciation to the Punakha Chimi who in the interest of the civil<br />

service has brought the topic related to the civil servants for discussion in the<br />

National Assembly. The Secretary also informed the Assembly that these issues<br />

are addressed clearly in the Bhutan Civil Service Rules which is under<br />

implementation.<br />

The Secretary pointed out that it is the common practice of Ministries and<br />

Departments to assign job responsibilities as well as place of posting according<br />

to area of specialization and competence upon their return to Bhutan after<br />

completion of advanced studies and training outside. In cases of violation of the<br />

rules, there are two types of actions prescribed by the Bhutan Civil Service<br />

Rules (BCSR) that can be taken to deal with violators. First is the issuance of<br />

warning in writing, withholding of the annual salary increment, withholding of<br />

promotions etc. Second is compulsory retirement, retirement without benefits<br />
