different organizations were not included in the integrated budget presented to
the National Assembly, they are clearly elucidated in the plan budget of the
organizations. The reason for excluding expenditures of mega project in the
plan budget is mainly because the capital of the projects cannot be utilized
according to plan programmes. The Hon’ble Minister said that there is no
difficulty in making the information available if honourble members were
interested to known about it. The report on the financial aspect of the projects
has already been presented in the chairman’s annual report to the National
Assembly. Besides, these have been clearly reflected in the plan budget of
relevant ministries and departments.
On this issue, he said that the first turbine of the Kurichhu Hydropower Project
has been recently commissioned while the remaining three turbines would be
commissioned the following year around this time. Thereafter, the establishment
of the Lingmithang industrial estate would not only benefit Mongar and Lhuntse
Dzongkhag but also contribute to the development of industries in all the
eastern Dzongkhags. The completion of the Kurichhu Hydropower Project
would make electricity available not only in the eastern Dzongkhags but also in
the central and southern Dzongkhags.
The Hon’ble Minister for Trade and Industry pointed out that the Mongar Chimi
has implied the need for an airport in eastern Dzongkhags to promote tourism in
the region. Since His Majesty’s enthronement, many distinctive national
policies were formulated. While the economic development has progressed
forward, both the cultural and traditional heritage and the natural environment
has been well-preserved. This has resulted in peace, happiness and prosperity of
the Bhutanese people. At such a time, it is important to promote tourism related
activities. This will not only generate revenue for the government but also
enhance private sector development. It will be conducive for the establishment
of industries related to Zorig Chusum. There will be great opportunity to market
