would be incurred. Although the current and capital expenditures submitted by<br />

different organizations were not included in the integrated budget presented to<br />

the National Assembly, they are clearly elucidated in the plan budget of the<br />

organizations. The reason for excluding expenditures of mega project in the<br />

plan budget is mainly because the capital of the projects cannot be utilized<br />

according to plan programmes. The Hon’ble Minister said that there is no<br />

difficulty in making the information available if honourble members were<br />

interested to known about it. The report on the financial aspect of the projects<br />

has already been presented in the chairman’s annual report to the National<br />

Assembly. Besides, these have been clearly reflected in the plan budget of<br />

relevant ministries and departments.<br />

On this issue, he said that the first turbine of the Kurichhu Hydropower Project<br />

has been recently commissioned while the remaining three turbines would be<br />

commissioned the following year around this time. Thereafter, the establishment<br />

of the Lingmithang industrial estate would not only benefit Mongar and Lhuntse<br />

Dzongkhag but also contribute to the development of industries in all the<br />

eastern Dzongkhags. The completion of the Kurichhu Hydropower Project<br />

would make electricity available not only in the eastern Dzongkhags but also in<br />

the central and southern Dzongkhags.<br />

The Hon’ble Minister for Trade and Industry pointed out that the Mongar Chimi<br />

has implied the need for an airport in eastern Dzongkhags to promote tourism in<br />

the region. Since His Majesty’s enthronement, many distinctive national<br />

policies were formulated. While the economic development has progressed<br />

forward, both the cultural and traditional heritage and the natural environment<br />

has been well-preserved. This has resulted in peace, happiness and prosperity of<br />

the Bhutanese people. At such a time, it is important to promote tourism related<br />

activities. This will not only generate revenue for the government but also<br />

enhance private sector development. It will be conducive for the establishment<br />

of industries related to Zorig Chusum. There will be great opportunity to market<br />
