stay on Bhutanese soil would not only affect the excellent state of Indo-Bhutan<br />

relations but also threaten the security and sovereignty of the country. They<br />

said that the responsibility of removing the militants fell on the Government and<br />

the people and it should not be an impossible task to carry out.<br />

Although the ULFA had agreed to remove four of their camps within December<br />

2001, it was important for the people to know the course of action that the<br />

Government and the armed forces would take if the militants did not implement<br />

the undertaking given by them. Some of the members expressed their doubt<br />

that the ULFA and Bodo militants might even be receiving support from their<br />

own government. The members also inquired about the state of preparedness of<br />

the armed forces if military action had to be taken. Since the militant problem<br />

is a very difficult one and poses a serious threat to the security of the country<br />

there was a need to provide military training to the people, and it was important<br />

for the National Assembly to pass a resolution on this issue. The members also<br />

pointed out that His Majesty the King, who had assumed full responsibility for<br />

national security, had visited the areas affected by the militants, without giving<br />

any thought to his own safety, to assess the security situation. Due to the<br />

continued and selfless efforts made by His Majesty the King, the Royal<br />

Government and the ULFA leaders had been able to hold talks and sign an<br />

agreement for which the people extended their deep appreciation and gratitude.<br />

The members also called upon the Dratshang and the religious community to<br />

continue performing Kurims for the benefit of the Tsa-Wa-Sum and for the<br />

peace and well-being of the country.<br />

Speaking on the issue, a Royal Advisory Councillor pointed out that the<br />

Hon’ble Home Minister and the Chairman of the Royal Advisory Council had<br />

given a very clear account of the talks that had taken place between the Royal<br />

Government and the ULFA leaders. In addition he said that the main reason for<br />

drawing up an agreement with the ULFA leaders was because they do not<br />
