meat in the country should decrease and that the sale of meat must be prohibited<br />

during the auspicious days. Keeping in mind the international context, it would<br />

be difficult to completely ban the meat business. However as proposed by the<br />

members, the Assembly resolved that slaughter of animals and meat sale would<br />

be strictly prohibited in the auspicious first and fourth months, other days of<br />

special occasion including the 4 th day of the 6 th month, Descending Day of Lord<br />

Buddha and on the auspicious 8 th , 15 th and 30 th days of the lunar calendar. As<br />

suggested by the Agriculture Minister, this should be provided for in the By-<br />

laws and Rules prepared for the implementation of the Act. The Rules should<br />

also include painless slaughtering methods based on the use of electricity, which<br />

should be worked out by the concerned department.<br />

The Livestock Act of Bhutan 2001 was endorsed by the National Assembly on<br />

August 25, 2001 with only editorial and grammatical corrections proposed to be<br />

made on the draft and no changes to be made in the content of the proposed Act.<br />

XIX. Bhutan Electricity Act<br />

The Ministry of Trade and Industry distributed copies of the draft Bhutan<br />

Electricity Act to the honourable members of the National Assembly on the 9 th<br />

Day of the 5 th Month of Iron Snake Year corresponding to June 29, 2001. While<br />

discussing the Act on July 26, 2001, the Hon’ble Minister for Trade and<br />

Industry made the following submission.<br />

One of the most important means to address the national goal of enhancing<br />

Gross Domestic Product and socio-economic development, and hence achieve<br />

self-reliance is the development of sustainable hydropower generation. The<br />

most valuable resources of electric power generation in Bhutan’s are the<br />

perennial rivers. In comparison to resources like oil and gold in countries where<br />

they are produced in abundance, rivers in Bhutan can be equated with them and<br />

termed as ‘white oil’ and ‘white gold’. It has been estimated that a total of<br />
