Nepal. The joint verification of the people in the camps in Nepal must<br />

distinguish between these people and genuine refugees. How can people who<br />

applied to emigrate and left the country after selling their land and property<br />

qualify as refugees? Such people do not even warrant to be included for<br />

verification.<br />

After leaving the country, the Ngolops had openly declared their intention to<br />

fight a war against the Royal Government and had also caused great suffering to<br />

the people of southern Bhutan. If the Ngolops and their supporters have no<br />

shame in wanting to return today, the people of southern Bhutan on their part<br />

their supporters had received special Kidus and more benefits from His Majesty<br />

the King than the other sections of the population in the country, but they were<br />

not satisfied with the benefits they received and chose to look for more. They<br />

are like people who leave without being sent away and weep without any cause.<br />

They left the country and after congregating in Jhapa, Nepal declared<br />

themselves as Bhutanese refugees. It is important for everyone to keep in mind<br />

their true status. As they find their situation today unfavorable they now want<br />

to return. Even if they have no sense of shame, we feel embarrassed for them<br />

for their shameless behaviour. Going by the difficulties created by the Nepalese<br />

government in the course of negotiations with the Royal Government, which<br />

has always adopted an open attitude, the people in Nepal claiming to be<br />
