emove their remaining camps. The Chimis pointed out that the wise and<br />

farsighted leadership provided by the hereditary monarchs of Bhutan had<br />

always been the source of peace and happiness which the country has enjoyed<br />

for many years. Therefore, the sacred bond of trust and fidelity between the<br />

monarch and the people must continue to grow and provide the strength to<br />

prevail over all obstacles facing the nation so that the Buddha Dharma and<br />

peace in the country will flourish for all time to come.<br />

The Chimis said that even though the ULFA were militants fighting against the<br />

Indian government, it was to be hoped that they would honour their own word<br />

given as leaders of their organization and remove the camps, as agreed by them,<br />

within December this year. However, if they do not implement the agreement<br />

given by them there is no alternative but to prepare for military action in<br />

accordance with the resolution passed by the 78 th Session of the National<br />

Assembly.<br />

The Speaker noted that this issue concerning the security of the country had<br />

been discussed at great length. The hon’ble Ministers and the senior officials of<br />

the Royal Government had clearly explained that if the militants do not honour<br />

the agreement given by them then military action would have to be taken. The<br />

concerned Ministries and Departments were fully prepared for this eventuality.<br />

He called upon the representatives of the armed forces to inform the Assembly<br />

about the measures and preparations made by the army if military action had to<br />

be taken to remove the militants.<br />

The Brigadier representing the Royal Bhutan Army expressed the deep<br />

appreciation of the armed forces to all the 20 Dzongkhags and the Bhutan<br />

Chamber of Commerce and Industry for their full support, in terms of men and<br />

materials, if serious problems were to arise in the country.<br />
