armed ULFA and Bodo militants of the bordering state of Assam, India has posed grave and unprecedented threat to the sovereignty of the country. The issue has been repeatedly discussed in the National Assembly since the 75 th session. The honourable members are very aware of the various resolutions passed pertaining to this issue. Nevertheless, the people of the 20 Dzongkhags have again submitted, as one of the points for the agenda, the need to develop strategies to solve the ULFA-Bodo problems without further delay. Their submission is an indication of their concern for the country and of the unity between the government and the people in solving the problem on time. The Speaker said that it is extremely important for the honourable members to give serious thought and consideration on the issue and come out with a fruitful resolution. During the royal visit to different Dzongkhags, and the audience given to people and students, His Majesty has repeatedly commanded that if they do not express love, concern and loyalty for the country, no one else would. In order to safeguard the independence and sovereignty of the country, both the government and the people must honour their sacred commitment and loyalty for each other. The time demands commitment to unity and co-operation through both difficult and peaceful times. The honourble members of the Assembly are either nominated or elected by the Monk Body, the government and the people with full trust and confidence. Therefore, they must always keep in mind the immediate and future interests of the country, and commit themselves to open and frank discussion in the Assembly. The Speaker expressed his prayers and hope that the resolutions they adopt would be in fulfillment of the wishes of the government and the people. He then informed that the 79 th session would begin by electing six Royal Advisory Councillors among the nominees of 20 Dzongkhags through secret 4
allot. A brief curriculum vitae of each of the contestants along with copies of the procedure of electing the councillors have already been distributed to the honourable members in advance. The Speaker concluded by expressing his hope that the election of the councilors would be held fairly in conformity to the standard official procedure. II.
