Government, with the aid and assistance from our friends has constructed good<br />

roads from east to west facilitating efficient communication in all the parts of<br />

the country. Although travelling along these roads is safe, many Bhutanese are<br />

used to travelling through the neighbouring territory. This has led us to face the<br />

recent unbearable tragedies.<br />

The Foreign Minister said that it will not be reasonable for the Royal<br />

Government of Bhutan to request the Government of India to provide security at<br />

all times to the Bhutanese people travelling through their territory. Besides,<br />

even if we were to ask for security, it is at the discretion of the Indian<br />

Government whether to provide it or not. Moreover, the Government of India is<br />

also burdened with many problems within their own territory, which they have<br />

not been able to solve. The Foreign Minister pointed out that under such<br />

circumstances, it would be very impractical on our part to expect them to solve<br />

our problem.<br />

The Minister expressed the view that if our people make an effort to travel<br />

through our own lateral route it will firstly be safer to the travellers, and<br />

secondly, the economic benefits enjoyed by the businessmen along the Indian<br />

highways would be accrued by our own people. He said that this could lead to<br />

gradual development of towns, shops and hotels along the lateral route. This<br />

would contribute immensely to the overall economic prosperity of our country.<br />

Such realization that has come about as a result of this incident is, in a way, a<br />

legacy of those Bhutanese who lost their lives while travelling through Assam.<br />

The Minister reported that although the Indian government might be doing their<br />

best to bring the perpetrators responsible for the senseless killings of Bhutanese<br />

people to justice, they have not been able to bring a single perpetrator before a<br />

court of law till date. Even so, the Royal Government of Bhutan continues to<br />

hope that some day the perpetrators will be arrested and brought to justice. In<br />
